Our Own Troop Rules

 

Senior Patrol Leader (SPL)

  • Elected by the troop for a 6-month term (highest junior leadership position).

  • Qualifications:

    • Age: 14+

    • Rank: First Class or higher

    • Experience: Previously served as ASPL, PL, APL, or Junior Assistant Scoutmaster.

  • Requirements:

    • 75% attendance at troop activities, leader meetings, and service projects.

    • 3 unexcused absences may result in removal.

    • Must complete Introduction to Leadership Skills for Troops (ILST) training.

  • Responsibilities:

    • Runs all troop meetings, events, and the Patrol Leaders' Council (PLC).

    • Leads the semi-annual Troop Program Planning Conference.

    • Assigns duties to junior leaders with Scoutmaster's advice.

    • Assists in delivering ILST training.

    • Encourages all Scouts in advancement and badge earning.

Assistant Senior Patrol Leader (ASPL)

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Age: 14+

    • Rank: First Class or higher

    • Experience: Any Troop POR, including PL (not patrol-only roles).

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

    • Must complete ILST training.

  • Responsibilities:

    • Assists the SPL in running troop meetings and activities.

    • Leads the troop when the SPL is absent.

    • Encourages advancement and badge earning.

    • Supervises Scribe, Historian, Chaplain Aide, Librarian, Quartermaster, and Bugler.

    • Oversees monthly troop activities and Instructors.

Patrol Leader (PL)

  • Elected by the patrol for a 6-month term.

  • Qualifications:

    • Rank: First Class or higher

    • Experience: 4 months in any Troop or Patrol POR.

  • Requirements:

    • 75% attendance at troop and patrol activities.

    • 3 unexcused absences may result in removal.

    • Must complete ILST training.

  • Responsibilities:

    • Leads patrol meetings and activities.

    • Appoints APL, Patrol Quartermaster, Instructor, Cheermaster, and Scribe.

    • Represents patrol at PLC meetings.

    • Encourages advancement within patrol.

Assistant Patrol Leader (APL)

  • Appointed by the Patrol Leader for a 6-month term.

  • Qualifications:

    • Rank: Second Class or higher

    • Experience: 4 months in any Troop or Patrol POR.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

  • Responsibilities:

    • Assists the Patrol Leader at meetings and activities.

    • Steps in as Patrol Leader when necessary.

    • Note: This position does not count toward Star, Life, or Eagle leadership requirements.

Troop Guide

  • Selected by the Scoutmaster.

  • Qualifications:

    • Rank: First Class or higher

    • Experience: 4 months in any Troop or Patrol POR.

  • Requirements:

    • 75% attendance at troop and patrol activities.

    • 3 unexcused absences may result in removal.

    • Must complete ILST training.

  • Responsibilities:

    • Mentors new Scouts.

    • Coaches patrol leaders of new-Scout patrols.

    • Supports training and advancement through First Class rank.

    • Attends PLC meetings with new Scout leaders.

Scribe

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Rank: First Class or higher

    • Experience: 4 months as Troop POR, PL, or Patrol Scribe.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

    • Must complete ILST training.

  • Responsibilities:

    • Maintains troop records and attendance.

    • Takes minutes at PLC meetings.

    • Helps communicate troop information to Scouts and parents.

    • Coordinates advancement records with Troop Committee.

Quartermaster

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Rank: First Class or higher

    • Experience: Quartermaster, Patrol Quartermaster, PL, ASPL, SPL, or APL.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

    • Must complete ILST training.

  • Responsibilities:

    • Manages troop equipment and supplies.

    • Maintains equipment records.

    • Oversees care and return of troop gear.

    • Sets up and puts away troop flags at events.

Historian

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Rank: First Class or higher

    • Experience: Any Troop or Patrol POR.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

    • Must complete ILST training.

  • Responsibilities:

    • Collects and organizes troop photos and historical records.

    • Maintains troop scrapbook or digital archive.

    • Manages troop trophies, ribbons, and awards displays.

Librarian

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Must have a device (phone, tablet, or laptop) to track library inventory.

    • Rank: First Class or higher

    • Experience: 4 months in any Troop or Patrol POR.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

    • Must complete ILST training.

  • Responsibilities:

    • Maintains troop library of books and pamphlets.

    • Tracks check-outs and returns.

    • Recommends new resources for the troop library.

Chaplain Aide (Chazzan)

Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Must be 13 years or older.

    • Rank: First Class or higher

    • Experience: 4 months in any Troop or Patrol POR.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

    • Must complete ILST training.

  • Responsibilities:

    • Promotes reverence throughout troop activities.

    • Assists with religious services at outings and events.

    • Encourages Scouts to earn religious emblems.

Instructor

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Rank: First Class or higher

    • Experience: 4 months in any Troop or Patrol POR.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

    • Must complete ILST training.

  • Responsibilities:

    • Teaches Scouting skills to individuals and patrols.

    • Assists in running troop training sessions.

    • Provides coaching and support to younger Scouts.

Webmaster

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Familiarity with technology preferred.

    • Rank: First Class or higher recommended.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

  • Responsibilities:

    • Maintains troop website and/or social media.

    • Posts updates, news, and event information.

    • Keeps the website safe and appropriate.

Order of the Arrow Troop Representative (OA Rep)

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Must be a current OA member in good standing.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

  • Responsibilities:

    • Acts as a liaison between the OA lodge/chapter and troop.

    • Promotes OA events and membership.

    • Encourages camping and service projects.

Outdoor Ethics Guide

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Rank: First Class or higher recommended.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

  • Responsibilities:

    • Promotes Leave No Trace, Tread Lightly, and outdoor ethics.

    • Teaches Scouts how to minimize impact on the environment.

    • Leads outdoor ethics discussions and activities.

Junior Assistant Scoutmaster (JASM)

  • Appointed by the Scoutmaster.

  • Qualifications:

    • Age: 16–18 years old.

    • Rank: Eagle Scout preferred (but not required).

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

  • Responsibilities:

    • Assists the Scoutmaster in leading the troop.

    • Acts as a mentor for younger Scouts.

    • May focus on specific programs like training or high adventure.

Bugler

  • Appointed by the SPL for a 6-month term.

  • Qualifications:

    • Must be able to whistle clearly and carry a tune.

  • Requirements:

    • 75% attendance at troop activities.

    • 3 unexcused absences may result in removal.

  • Responsibilities:

    • Whistles calls during ceremonies, wake-ups, assemblies, and lights-out.

    • Adds tradition and energy to troop events.
